Ukraine seeks French help in wooing global south
Olexiy Haran, professor of comparative politics at Kyiv-Mohyla Academy university, notes that Ukrainian diplomatic outreach with the global south was “becoming more active, more professional and taking into account greater specificity” of the countries it was trying to engage. The foreign ministry has appointed an Arabic speaking special representative for Africa, Maksym Subkh. Haran pointed out that only three African countries voted with Moscow on a UN resolution condemning Russia’s full-scale invasion of Ukraine last year, while only 17 African heads of state attended a Russia-Africa summit in St Petersburg in July, down from 43 at a similar summit in 2019.
